Agents and major drivers of change

To address Laura's kick start question for scoping document- address policies, laws, governance at a hgher level, institutions and their functiong at middle and individuals at another level (think of awareness raising, educaiton, radical actions such as the climate change activism and other recent emergent activism. These are all well known agents for triggering change.

Also- develop a suite of process indicators of transformative change that can be applied widely, consider the policies on agriculture, energy, infrastructure development of developing economies over the past 25-30 years and their impacts, investment policies of multi lateral donor agencies to developing economies especially in tropical regions.
