 Mon, 17/10/2022 Fernando Neda Icelandic Minister Highlights IPBES Findings in 2019 Speech at the Arctic Circle China Forum English (396) During her keynote speech in the Arctic Science and Innovation session held during the 2019 Arctic Circle China Forum: China and The Arctic, H.E. Ms. Lilja Alfreðsdóttir, Minister of Education, Science and Culture of Iceland, highlighted a finding from the 2019 IPBES Global Assessment to advocate for greater co-ownership by indigenous peoples of decisions and policymaking on nature:

"...What is the key message from me as a minister?...even though we have this very good dialogue with researchers and very talented and extremely forward-looking people...one of the things that we noticed is that 'nature managed by indigenous peoples and local communities is under increasing pressure, but it's generally declining less rapidly than in other lands' (IPBES 2019). What am I saying by this? Why am I highlighting this? I do that because it's very important that there is ownership of the policies. We need to think about the Arctic people. They need to be involved as regards to decision-making. We are not going to have successful decisions or policymaking, either global or local, unless we have the people that are there work with us."

The China Forum was held in the Shanghai Science and Technology Museum on May 10-11, 2019. The forum was hosted by China's Ministry of Natural Resources in collaboration with the Polar Research Institute of China and supported by the Science and Technology Commission of Shanghai. Based in Reykjavík, Iceland, Arctic Circle is a "network of international dialogue and cooperation on the future of the Arctic and our Planet. It is an open democratic platform with participation from governments, organizations, corporations, universities, think tanks, environmental associations, indigenous communities, concerned citizens, and others. It is nonprofit and nonpartisan."  Thu, 09/02/2023 Fernando Neda G7 Ministers' Communique Highlights IPBES Findings & Calls on IPBES and IPCC to Intensify Cooperation English (396) G7 Ministers of Climate, Energy and the Environment, met on 26th–27th May 2022 in Berlin to address the multiple crises that are endangering the climate and environment and causing severe impacts on the planet, lives and livelihoods, and the next generations’ needs around the world. Through an official communiqué, the Ministers stated: "We express our deep concern regarding the triple global crisis of climate change, biodiversity loss and pollution, recognising that these challenges are inextricably interlinked and mutually reinforcing, and that they are driven largely by human activity and by unsustainable patterns of consumption and production. We therefore commit to immediate, short- and medium-term action in this critical decade, leveraging the synergies between climate and biodiversity action, the clean energy transition and environmental protection, which should inform long-term transformative change". Consequently the Ministers called on "the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), the Intergovernmental Panel on Climate Change (IPCC) and other relevant international science and policy panels to intensify their cooperation in this regard".

Likewise, the Ministers added: "We also highlight with concern the findings of the IPBES, indicating that around 1 million species are threatened by extinction, many within decades, and that biodiversity is declining and ecosystems are degrading faster than at any time in human history. We stress the urgency of adopting a new global biodiversity framework in 2022 and its prompt and swift implementation for halting and reversing biodiversity loss by 2030".  Mon, 27/11/2023 Fernando Neda Parties to the Antarctic Treaty Issue Report Based on IPBES Science With Direct Policy Recommendations for Environmental Protection English (396) At the 44th Antarctic Treaty Consultative Meeting (ATCM XLIV) held in Berlin, Germany, from 24 May to 2 June 2022, the Antarctic Treaty Consultative Parties recognised the important role of the Antarctic region in global climate processes, welcomed the Decadal Synopsis Report on Antarctic Climate Change and the Environment (ACCE report) by the Scientific Committee on Antarctic Research (SCAR), and showed concern about the effects and projected changes to Antarctic environments resulting from climate change outlined in the Decadal Synopsis.

The ACCE report was compiled by the Scientific Committee on Antarctic Research from the findings presented in the reports of the Intergovernmental Panel on Climate Change predominantly, and of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. SCAR acknowledged the contributions of all of those involved in the documents that form the basis of the synoptic report, in particular the thousands of contributors to and administrators of the IPCC and IPBES processes and the researchers whose work was cited either in those reports or in the ACCE report.

"The IPCC and IPBES reports form the substantive basis for the Antarctic and Southern Ocean synopsis compiled here. These reports, and their Summaries for Policymakers in particular, should be considered necessary background reading for full information on change that has already occurred, its attribution, and expectations for the future," states the ACCE publication.  Tue, 06/02/2024 Fernando Neda Directly Citing IPBES Report, G7 Workshop Agrees on Importance of Measures to Control & Prevent Spread of Invasive Alien Species English (396) At a G7 workshop held in Japan from 20 to 22 November 2023, government officials discussed the need to control Invasive Alien Species (IAS) and agreed to strengthen international cooperation on this issue, based primarily on the IPBES Invasive Alien Species Assessment Report.

Informed by an international webinar held in April 2023, as well as consultations with other governments, relevant international organizations and stakeholders held on the sidelines of the 25th meeting of the CBD’s Subsidiary Body for Scientific, Technical and Technological Advice (SBSTTA), officials agreed to incorporate national invasive species strategies and action plans (NISSAPs) and/or IAS components of the national biodiversity strategies and action plans (NBSAPs) in their respective countries.

The G7 officials acknowledged the value of the findings of the IPBES IAS Assessment Report and other relevant outputs of IPBES to encourage IAS-related discussions, recognizing that options exist to prevent the transport, introduction, establishment and spread of IAS, as well as to minimize their negative impacts, as reflected in the IPBES IAS report.

In their statement, the officials agreed to:

- Promote global, regional, and bilateral collaborations to (1) facilitate exchange of information including data, knowledge and experiences; (2) promote policy dialogue among countries on addressing IAS, including by stressing the importance of integrating biosecurity measures at international, national, and sub-national levels; and (3) develop/promote regional scale actions especially in relation to prevention, biosecurity measures and pathways.

- Strengthen scientific research, global databases and information systems, including enhancing decision support tools for identification and prioritization of IAS, pathways of introduction, and sites through horizon scanning, assessment of the magnitude of impacts, risk analysis, and other methods, as well as building evidence and increasing understanding of IAS, their impacts and management options.

- Promote outreach and mainstreaming through a whole-of-government and whole-of- society approach by generating awareness and education, working with Indigenous Peoples and local communities, and engaging the private sector, among other notable initiatives.

- Among several capacity building actions, the officials committed to using the IPBES IAS Assessment Report and available tools and guidance of the CBD and other organizations to help support their efforts.

The group intends to hold annual in-person or online meetings of relevant experts/officials to follow-up on the processes, as well as share information, experience and progress on their work at least every two years, with particular emphasis on progress towards achieving Target 6 of the GBF by 2030.
