of Blue Economy resources, policy development and implementation on the Blue Economy. As an
example, more than 80 per cent of the oceans remain completely unmapped. This is combined with
an equally poor mapping of freshwater and groundwater resources on the continent. To address
this, ECA has embarked on the development of a Blue Economy valuation toolkit aimed to guide
data collection and analysis for the socio-economic assessment of blue resources, including goods
and services generated; which in turn is expected to provide an accurate snapshot of the potential of
the Blue Economy and to help inform decision-making.
In addition, there is still lack of clear understanding of the concept and multisectoral approach of the
Blue Economy by policy makers and stakeholders. ECA has played an instrumental role in the past
few years in assisting member States and regional bodies in developing their first strategic policy
frameworks using the methodology provided by the Blue Economy Policy Handbook for Africa (ECA
flagship publication).
Countries such as Seychelles have decided to fully focus on the Blue Economy to sustain their
post-Covid19 recovery. Indeed, due to the vastness of its opportunities the Blue Economy repre- sents more and more a very promising outlet to build economies back better, for sustainable growth
within the context of the socio-economic crisis generated by the Covid 19 pandemic.
Hence, there is need to build and develop capacities on the Blue Economy concept, approach,
related policy and valuation tools to raise awareness, disseminate knowledge and enable key players
to apply it through tailor-made assessments as well as policy and regulatory frameworks and action
plans. IDEP in partnership with the Centre for Blue Governance, University of Portsmouth, conside- ring its importance has decided to organize a second edition accommodating the participation of a
Portuguese audience.
This training falls under Cluster 4 (Integrated Natural Resource Management) of the training cata- logue adopted by the Technical Advisory Committee of UNIDEP and endorsed by its governing
council.

The purpose of the meeting is to exchange ideas and jointly envisage how the IPBES science-policy interface and the IPBES network in the Netherlands could be strengthened.

Learning material (e.g., video, presentation, booklet, article and website), assessment Policy instruments, policy support tools and methodologies In 2021, the BBPf explored the need for a Belgian IPBES-like assessment, and proposed a governance structure adapted to the Belgian context as well as the resources needed to implement this. The exercise built on the new political context and highlighted the added value compared to past and ongoing initiatives. For now, the BBPF does not have sufficient capacity to pull of the initiative, but we do hope that putting this on the agenda of policy/research institutions has increased the attention to the importance of transdisciplinary IPBES-like national assessment, to complement existing report and reinforce science-based policy support in the context of the post-2020 Global Biodiversity Framework and the Belgian commitments therein. We also hope to re-initiate the work once the resources/capacity allow for this, and we remain highly supported to related initiatives. UNEP-WCMC delivers capacity building activities tailored to the needs of each of our partner countries and facilitates regional and global knowledge sharing. All capacity building materials developed as part of the Initiative are made freely available on the NEA Initiative website.
The capacity building activities mentioned include:
1. One-to-one country support tailored to each country partner on technical and methodological aspects of the assessment process, as well as strengthening the science-policy-practitioner dialogue.
2. Webinars, in-person and online workshops relating to specific stages of the assessment process (e.g. scoping stage, using assessment findings, roles and responsibilities) and on specific technical topics (e.g. scenarios, multiple-evidence based approach, economic valuation).
3. Guidance documents which aim to support countries to tailor the IPBES assessment process to specific national contexts, strengthen the science-policy-practitioner dialogue and enhance the use of national ecosystem assessments to support decision-making, including national level implementation of multi-lateral environmental agreements .
4. Capturing and synthesizing lessons learned on conducting sub-global ecosystem assessments, and supporting networking opportunities for practitioners involved in such assessments across the world.

The NEA Initiative will deliver further capacity building activities . This year, we have a global capacity building workshop planned and we will continue to organise webinars and develop further capacity building resources.
Our support is delivered in collaboration with the United Nations Development Programme (UNDP) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO) through the Biodiversity and Ecosystem Services Network (BES-Net).
Financial support for the NEA Initiative is provided by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of the Federal Republic of Germany. Additional support is provided by the Japan Biodiversity Fund, the Norwegian Environment Agency and SwedBio at the Stockholm Resilience Centre.
