of Blue Economy resources, policy development and implementation on the Blue Economy. As an
example, more than 80 per cent of the oceans remain completely unmapped. This is combined with
an equally poor mapping of freshwater and groundwater resources on the continent. To address
this, ECA has embarked on the development of a Blue Economy valuation toolkit aimed to guide
data collection and analysis for the socio-economic assessment of blue resources, including goods
and services generated; which in turn is expected to provide an accurate snapshot of the potential of
the Blue Economy and to help inform decision-making.
In addition, there is still lack of clear understanding of the concept and multisectoral approach of the
Blue Economy by policy makers and stakeholders. ECA has played an instrumental role in the past
few years in assisting member States and regional bodies in developing their first strategic policy
frameworks using the methodology provided by the Blue Economy Policy Handbook for Africa (ECA
flagship publication).
Countries such as Seychelles have decided to fully focus on the Blue Economy to sustain their
post-Covid19 recovery. Indeed, due to the vastness of its opportunities the Blue Economy repre- sents more and more a very promising outlet to build economies back better, for sustainable growth
within the context of the socio-economic crisis generated by the Covid 19 pandemic.
Hence, there is need to build and develop capacities on the Blue Economy concept, approach,
related policy and valuation tools to raise awareness, disseminate knowledge and enable key players
to apply it through tailor-made assessments as well as policy and regulatory frameworks and action
plans. IDEP in partnership with the Centre for Blue Governance, University of Portsmouth, conside- ring its importance has decided to organize a second edition accommodating the participation of a
Portuguese audience.
This training falls under Cluster 4 (Integrated Natural Resource Management) of the training cata- logue adopted by the Technical Advisory Committee of UNIDEP and endorsed by its governing
council.

United Kingdom www.pml.ac.uk @PlymouthMarine UN Climate Change meeting COP26 side event: 'Nature-Climate-People: tales from across the ocean' Activity or event (e.g., meeting, workshop, webinar, conference, article, website) IPBES assessments Uptake and use of approved IPBES assessments This side event at the UN Climate Change meeting COP26 showcased the Nature-Climate-People nexus and how tales from these ocean partners underline the importance of the ocean and its biodiversity to societies across the world and the urgency and ambition required to limiting warming to 1.5 °C, enhance NDCs to help achieve Net Zero with no overshoot and make ocean ecosystems part of the solution.

The ocean is undergoing rapid change due to increasing CO2 emissions resulting in serious risks to its biodiversity and ecosystems, and global society. This will continue unless unprecedented action is taken. Panelists summarized the findings of Intergovernmental Panel on Climate Change (IPCC) and IPBES assessments and new societal and scientific initiatives for sustaining this unique habitat and Earth’s essential life support system.

The event aimed to inspire more Parties and non-Parties to enable future ocean-related climate and biodiversity action within their NDCs, to accelerate multi-stakeholder collaboration, to contribute to objectives of achieving Net Zero in a sustainable way and making (ocean) nature part of the solution, ensuring all hands on deck for “the NDCs we want”.

CABES is supported by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).

The goals of the CABES programme include:

Goal one: to inform national decision-making processes amongst multiple stakeholder groups including researchers, practitioners from the public and private sectors, as well as non-governmental organisations (NGOs), indigenous and local knowledge (ILK) holders, women, and IPBES National Focal Points (NFPs) in target countries.

Goal two: to establish a network of science-policy platforms to contribute to the implementation of the IPBES rolling work programmes at national, sub-regional and regional level. Sub-regional refers to countries either in West, Central or East Africa, and the regional level represents the 38 countries.

Goal three: to train early career scientists, researchers and facilitators to manage science-policy interfaces (SPIs). Finally, CABES will develop capacities to support the implementation of political decisions for the management and sustainable use of Biodiversity and Ecosystem Services/Nature’s Contributions to People (BES/NCPs).

Objectives of the CABES programme
The overall project objective is to raise awareness of IPBES (www.ipbes.net) amongst multiple stakeholder groups and undertake actions towards a better representation of West, Central, and East Africa in IPBES activities as well as improved uptake of IPBES products into national policies to better conserve and sustainably use BES/NCPs. This is closely related to the main outcome of the project, targeting at science-policy-practice communities represented by researchers, practitioners from the public, private sectors, as well as NGOs, ILK holders and focal points in West, Central, and East Africa that support the national governments to engage in the IPBES rolling work programme at global level, and its implementation at the regional and national level.

In order to achieve this objective, CABES is committed to:
• Enhance the awareness about IPBES and its multiple outputs to inform national decision-making processes on the conservation and sustainable use of BES/NCPs amongst various stakeholder groups,
• Establish a network of science-policy platforms to contribute to the implementation of IPBES work programme at national, sub-regional, and regional levels across West, Central, and East Africa,
• Develop capacities of decision makers and other target groups to support the implementation of political decisions on nature-based solutions, ecosystem-based adaptation approaches and sustainable use of BES/NCPs.

Dear friends and colleagues,
It is my great pleasure and honour to invite you to our 7th Mediterranean Conference on Marine Turtles, scheduled for 18 - 21 October 2022, which is being organized by the University of Abdelmalek Essaadi, Faculty of Sciences_Tetouan and ATOMM. The Conference will take place in Morocco, in the city of Tetouan on the coast of the Western Mediterranean, one of the most important feeding and migratory habitats for Mediterranean sea turtles.
The city of Tetouan is one of Morocco's most famous tourist destinations with a diverse historical and cultural heritage. Tetouan is considered "the most Andalusian city in Morocco”. Declared a World Heritage Site by UNESCO, the area contains beautiful landscapes and historical monuments. The logo of the 7th conference with the map of the Mediterranean Sea symbolizes the common history of peoples and our contemporary efforts aimed at the conservation of sea turtles and the marine environment.
Since the beginning, in 2001, our Mediterranean conferences have been supported by the UNEP MAP-RAC/SPA, Bern Convention, the Convention for Migratory Species, and now by US Fish and Wildlife Service. Their support will help us bring invited speakers, and provide travel and accommodation grants in order to make this conference available to as many of our colleagues as possible.
We will invite prominent colleagues working in the field of sea turtle conservation to discuss collaborative opportunities. This is why the theme of the 7th Conference is “Sea Turtles Conservation after the Pandemic”.
The conference venue is the Sofitel Tamuda Bay Beach And Spa (https://www.sofitel-tamudabay.com), located 15 minutes away in Tetouan. The Sofitel Tamuda Bay Beach And Spa chain of hotels and resorts has a history of supporting environmental and conservation projects. They have offered us a good deal for congress facilities and accommodation for participants. There are several international airports nearby (Tangier and Tetouan Airports) and Taxi shuttles service from Tangier (1 hour) and Tetouan (15 minutes) to the Hotel.
I invite you all – students, professionals, and all who care about sea turtles and the future of the Mediterranean– to register and come to Tetouan for the 7th Mediterranean Conference on Marine Turtles. My team and I will do our best to make this Conference a memorable scientific, professional, and social event – the reunion of old friends with the new generation of sea turtle researchers and conservationists.

After more than three decades of scientific reports and international meetings, it is clear that there is no consistent progress being made in the public and private arena towards the effective implementation of environmental objectives, in view of an integrated approach to the interrelated political-economic-socio-ecological problems worldwide. The recovery of the Earth and the recovery of mankind are complementary aspects, and must be addressed simultaneously, in space and time, for their mutual support. "Development" policies, the concept of "growth", usually associated with profit-making activities, rarely contemplates relevant aspects for the general well-fare and well-being; "progress", directed by major political and economic actors, hardly implies a change of the economic and political power asymmetries between common people and business corporations. Instead of dealing with the bubbles (segmented public policies, reduced academic formats and mass media headlines), trying to solve isolated and localized problems without addressing the general phenomenon, problems are defined and dealt with deep inside the “boiling pot”, encompassing the current “world-system” with its boundaries, structures, techno-economic paradigms, support groups, rules of legitimation, and coherence. Endurable and consistent results are not achieved by trying to integrate different competitor parts, but by the non-partition of scientific knowledge, encompassing human sciences, exact and natural sciences; all areas must be considered and validated; excellence is not obtained by the agglutination of parts, nor by the sum of isolated efforts, but by the construction of new concepts and practices to live better in a better world. Instead of taking current prospects for granted and project them into the future, the definition of desirable goals and the exploration of new paths to reach them contemplate a set of values, norms and policies that prioritizes socio-ecological objectives, human well-being, natural and built environments, the aesthetic, ethical and cultural meaning of the existence. In this ecosystem approach, spaces are opened for new allocation of meanings, instead of being trapped into pre-established problem-definitions; heuristic-hermeneutic processes develop, in the sociocultural learning niches, a capacity to ask wider questions, reframing the problems, unveiling their dynamic and complex configurations, altering definitions and ways to deal with them, encompassing public policies, advocacy, communication, research and teaching programs. Problems are defined in the four dimensions of being in the world (intimate, interactive, social and biophysical), as they combine to elicit the events and maintain or change the status quo. The objective is to open up spaces for new allocation of meanings, instead of being trapped into the path-dependency of pre-established problem-definitions and biased ways to deal with many of the problems of difficult settlement or solution in the world.
