Those tools focus on the identification, evaluation, design, and choice of new and existing policies, and their instruments. This is done, for example, by evaluation and comparisons of past experience elsewhere, and outcomes under different circumstances. Examples of those tools include policy analysis, instrument impact evaluation, ex-ante evaluation of options and scenarios, policy mix analysis.

Ecosystem resilience to disruptions linked to global climate change: An adaptive approach to federal land management

This article summarizes the potential impacts of climate change on natural lands and resources to inform ten recommendations on promoting ecosystem resilience through adaptive management. The author argues that existing laws and policies are not sufficient to adequately address the risk of climate change, and land management statues should be altered to better reflect the current state of the environment.

System of Environmental-Economic Accounting

The System of Environmental-Economic Accounting (SEEA) provides a framework for measuring the links between the environment and economy.

The SEEA consists of two parts. The SEEA Central Framework (SEEA CF) was adopted by the UN Statistical Commission as the first international standard for environmental-economic accounting in 2012. The Central Framework looks at individual environmental assets, such as water, forests and fisheries resources, and how they are extracted from the environment, used within the economy, and returned to the environment as air, water, and waste.

Multi-scale integrated models of ecosystem services (MIMES)

MIMES is an ecosystem-based management tool. It integrates georeferenced datasets, with diverse information sources on human and natural systems to create systems models. These systems models assess the value of ecosystem services at different spatial levels under different future scenarios. These are bespoke models for particular cases.

The MIMES approach has been applied in New Zealand and Massachusetts. It is also under development for use by the Ministry of Fisheries in Cambodia in managing the Tonle Sap Lake.

It is a web-based information service, operated jointly by FAO, IUCN, and UNEP since 2001. It is a platform that synergizes information on environmental law collected through FAOLEX (FAO), ELIS (IUCN) and InforMEA (UN Environment). ECOLEX offers the entire spectrum of environmental subjects.


Marxan is a suite of tools designed to help decision makers find good solutions to conservation planning problems. This includes free software that can be used to solve several types of planning problems and extensive documentation and examples describing a framework for approaching conservation planning. Marxan is the most frequently used conservation planning software and has been applied to hundreds of spatial conservation planning problems around the world.
