Learning material (e.g., video, presentation, booklet, article and website), assessment Policy instruments, policy support tools and methodologies In 2021, the BBPf explored the need for a Belgian IPBES-like assessment, and proposed a governance structure adapted to the Belgian context as well as the resources needed to implement this. The exercise built on the new political context and highlighted the added value compared to past and ongoing initiatives. For now, the BBPF does not have sufficient capacity to pull of the initiative, but we do hope that putting this on the agenda of policy/research institutions has increased the attention to the importance of transdisciplinary IPBES-like national assessment, to complement existing report and reinforce science-based policy support in the context of the post-2020 Global Biodiversity Framework and the Belgian commitments therein. We also hope to re-initiate the work once the resources/capacity allow for this, and we remain highly supported to related initiatives. After more than three decades of scientific reports and international meetings, it is clear that there is no consistent progress being made in the public and private arena towards the effective implementation of environmental objectives, in view of an integrated approach to the interrelated political-economic-socio-ecological problems worldwide. The recovery of the Earth and the recovery of mankind are complementary aspects, and must be addressed simultaneously, in space and time, for their mutual support. "Development" policies, the concept of "growth", usually associated with profit-making activities, rarely contemplates relevant aspects for the general well-fare and well-being; "progress", directed by major political and economic actors, hardly implies a change of the economic and political power asymmetries between common people and business corporations. Instead of dealing with the bubbles (segmented public policies, reduced academic formats and mass media headlines), trying to solve isolated and localized problems without addressing the general phenomenon, problems are defined and dealt with deep inside the “boiling pot”, encompassing the current “world-system” with its boundaries, structures, techno-economic paradigms, support groups, rules of legitimation, and coherence. Endurable and consistent results are not achieved by trying to integrate different competitor parts, but by the non-partition of scientific knowledge, encompassing human sciences, exact and natural sciences; all areas must be considered and validated; excellence is not obtained by the agglutination of parts, nor by the sum of isolated efforts, but by the construction of new concepts and practices to live better in a better world. Instead of taking current prospects for granted and project them into the future, the definition of desirable goals and the exploration of new paths to reach them contemplate a set of values, norms and policies that prioritizes socio-ecological objectives, human well-being, natural and built environments, the aesthetic, ethical and cultural meaning of the existence. In this ecosystem approach, spaces are opened for new allocation of meanings, instead of being trapped into pre-established problem-definitions; heuristic-hermeneutic processes develop, in the sociocultural learning niches, a capacity to ask wider questions, reframing the problems, unveiling their dynamic and complex configurations, altering definitions and ways to deal with them, encompassing public policies, advocacy, communication, research and teaching programs. Problems are defined in the four dimensions of being in the world (intimate, interactive, social and biophysical), as they combine to elicit the events and maintain or change the status quo. The objective is to open up spaces for new allocation of meanings, instead of being trapped into the path-dependency of pre-established problem-definitions and biased ways to deal with many of the problems of difficult settlement or solution in the world.

Familiarization of IPBES works to reach a wider community requires strategic support to increase the resilience to harness community-based conservation efforts. This initiative will enhance individual and community capacities for supporting the development and use of IPBES deliverables because Uganda is one country that is lagging behind in the dissemination of the IPBES works and we want to believe that to strengthen the role of local and indigenous communities in the implementation of IPBES works especially building and supporting their practice in conservation is essential when we work closely with local and indigenous communities, governments and non-state actors to create and improve the chances of tilting the balance in negotiations in favor of biodiversity.
The contribution is in line with the IPBES 2030 work programme which includes building capacity as one of its six objectives and particularly it shall build the capacity and strengthen the knowledge foundations of the Karamojong indigenous Nomadic Pastoralist of North East Uganda and Iteso local community and it’s seen as supporting the policy. The two communities are chosen because they are situated amid areas of high biodiversity and other values of nature in the country. We aim to build the capacities of the target communities to make known the IPBES works and reports on biodiversity and ecosystem services. These products when understood by the target communities shall make good country’s dual goal of improving the management of natural resources and people’s quality of life and aimed to conserve wildlands and their biodiversity while simultaneously balancing the needs of local people, sustaining ecosystem dynamics and resilience, and ensuring continuity for future generations. This contribution undertakes community engagement of IPBES reports using bottom-up empowerment and it is justified that working to engage communities to understand assessment/research reports is considered a practical and pragmatic way of improving the delivery of outcomes and making interventions more cost-effective.

Dear friends and colleagues,
It is my great pleasure and honour to invite you to our 7th Mediterranean Conference on Marine Turtles, scheduled for 18 - 21 October 2022, which is being organized by the University of Abdelmalek Essaadi, Faculty of Sciences_Tetouan and ATOMM. The Conference will take place in Morocco, in the city of Tetouan on the coast of the Western Mediterranean, one of the most important feeding and migratory habitats for Mediterranean sea turtles.
The city of Tetouan is one of Morocco's most famous tourist destinations with a diverse historical and cultural heritage. Tetouan is considered "the most Andalusian city in Morocco”. Declared a World Heritage Site by UNESCO, the area contains beautiful landscapes and historical monuments. The logo of the 7th conference with the map of the Mediterranean Sea symbolizes the common history of peoples and our contemporary efforts aimed at the conservation of sea turtles and the marine environment.
Since the beginning, in 2001, our Mediterranean conferences have been supported by the UNEP MAP-RAC/SPA, Bern Convention, the Convention for Migratory Species, and now by US Fish and Wildlife Service. Their support will help us bring invited speakers, and provide travel and accommodation grants in order to make this conference available to as many of our colleagues as possible.
We will invite prominent colleagues working in the field of sea turtle conservation to discuss collaborative opportunities. This is why the theme of the 7th Conference is “Sea Turtles Conservation after the Pandemic”.
The conference venue is the Sofitel Tamuda Bay Beach And Spa (https://www.sofitel-tamudabay.com), located 15 minutes away in Tetouan. The Sofitel Tamuda Bay Beach And Spa chain of hotels and resorts has a history of supporting environmental and conservation projects. They have offered us a good deal for congress facilities and accommodation for participants. There are several international airports nearby (Tangier and Tetouan Airports) and Taxi shuttles service from Tangier (1 hour) and Tetouan (15 minutes) to the Hotel.
I invite you all – students, professionals, and all who care about sea turtles and the future of the Mediterranean– to register and come to Tetouan for the 7th Mediterranean Conference on Marine Turtles. My team and I will do our best to make this Conference a memorable scientific, professional, and social event – the reunion of old friends with the new generation of sea turtle researchers and conservationists.

The capacity building programme will be imparted as Training of Trainee (ToT) mode to the panchayat level through identified agencies like state rural development institutes (SIRDs) and non-governmental institutions. The programme is designed under the larger perspective laid down by the "Convention of Biodiversity" (CBD), the "Intergovernmental platform for biodiversity and ecosystem services" (IPBES) and the governance approaches adopted in India's Biodiversity Act 2002. As envisioned at intergovernmental levels, the linkages between the 'nature's contribution to the people' (NCP) and 'good quality of life' (GQL) have been taken as a guiding principle to develop capacity building modules for this programme. The classification of different nature's contributions under material, non-material and regulative functions of biodiversity received immense attention in science policy platforms. The ToT will effectively disseminate the knowledge and skill required for improving the governance of biodiversity and ecosystem services at the grassroots level through Panchayat Raj. It will also help to impart the socio-economic and governance dimensions of biodiversity and ecosystem services to 2.6 lakhs panchayats in India .
We may approach the National Biodiversity Authority for their support also.
