Familiarization of IPBES works to reach a wider community requires strategic support to increase the resilience to harness community-based conservation efforts. This initiative will enhance individual and community capacities for supporting the development and use of IPBES deliverables because Uganda is one country that is lagging behind in the dissemination of the IPBES works and we want to believe that to strengthen the role of local and indigenous communities in the implementation of IPBES works especially building and supporting their practice in conservation is essential when we work closely with local and indigenous communities, governments and non-state actors to create and improve the chances of tilting the balance in negotiations in favor of biodiversity.
The contribution is in line with the IPBES 2030 work programme which includes building capacity as one of its six objectives and particularly it shall build the capacity and strengthen the knowledge foundations of the Karamojong indigenous Nomadic Pastoralist of North East Uganda and Iteso local community and it’s seen as supporting the policy. The two communities are chosen because they are situated amid areas of high biodiversity and other values of nature in the country. We aim to build the capacities of the target communities to make known the IPBES works and reports on biodiversity and ecosystem services. These products when understood by the target communities shall make good country’s dual goal of improving the management of natural resources and people’s quality of life and aimed to conserve wildlands and their biodiversity while simultaneously balancing the needs of local people, sustaining ecosystem dynamics and resilience, and ensuring continuity for future generations. This contribution undertakes community engagement of IPBES reports using bottom-up empowerment and it is justified that working to engage communities to understand assessment/research reports is considered a practical and pragmatic way of improving the delivery of outcomes and making interventions more cost-effective.

An exploratory study will be carried out through interviews with key actors (academics, members of civil society organizations, federal government officials, municipal government officials, teachers, agricultural producers and inhabitants) and surveys of middle school students (high schools and high schools) for:

1) Carry out a general survey of the current situation at the level of water security (access to drinking water in adequate quantity and quality to cover their consumption, sanitation, hygiene and health needs).
2) Carry out a general survey regarding the state of the ecosystems and their capacity to continue providing hydrological ecosystem services, on which both people and biodiversity depend.
3) Know if the organizational, management, infrastructure and knowledge resources available to the population allow it to be resilient or adapt to extreme hydrometeorological phenomena derived from Climate Change, such as drought.
4) Know the visions of the future of adults and young people regarding the ideal of community development.

The results of the research will make it possible to assess current opportunities, gaps and challenges. What will allow the design of a relevant and culturally appropriate knowledge management strategy, and that facilitates the creation of capacities to increase community resilience and adaptation to Climate Change. We were explicitly looking for expertise from members of governments, local communities and civil society who have practical, technical and/or academic knowledge.

Each of the 5 workshops consisted of a short presentation of the values assessment and the summary for policy makers; an explanation of the review process; and an interactive part where participants were able to put forward questions and comments on the different chapters. UNEP-WCMC delivers capacity building activities tailored to the needs of each of our partner countries and facilitates regional and global knowledge sharing. All capacity building materials developed as part of the Initiative are made freely available on the NEA Initiative website.
The capacity building activities mentioned include:
1. One-to-one country support tailored to each country partner on technical and methodological aspects of the assessment process, as well as strengthening the science-policy-practitioner dialogue.
2. Webinars, in-person and online workshops relating to specific stages of the assessment process (e.g. scoping stage, using assessment findings, roles and responsibilities) and on specific technical topics (e.g. scenarios, multiple-evidence based approach, economic valuation).
3. Guidance documents which aim to support countries to tailor the IPBES assessment process to specific national contexts, strengthen the science-policy-practitioner dialogue and enhance the use of national ecosystem assessments to support decision-making, including national level implementation of multi-lateral environmental agreements .
4. Capturing and synthesizing lessons learned on conducting sub-global ecosystem assessments, and supporting networking opportunities for practitioners involved in such assessments across the world.

The NEA Initiative will deliver further capacity building activities . This year, we have a global capacity building workshop planned and we will continue to organise webinars and develop further capacity building resources.
Our support is delivered in collaboration with the United Nations Development Programme (UNDP) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO) through the Biodiversity and Ecosystem Services Network (BES-Net).
Financial support for the NEA Initiative is provided by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of the Federal Republic of Germany. The meeting will be hybrid (on site in Den Haag, Netherlands & online), and will take place on 31 May 2022 PM.
The purpose of the meeting is to exchange ideas and jointly envisage how the IPBES science-policy interface and the IPBES network in the Netherlands could be strengthened.
The presentation is meant to inspire participants and to kick-of the discussion on some of the ideas to further strengthen the IPBES NL network.

On 24 January 2022, Hilde Eggermont was invited to speak at the first webinar, titled 'Declining Biodiversity, International response and views on the COP15 on Biodiversity’.

She presented the role of the IPBES in providing a solid scientific knowledge basis to the policy negotiations. She referred to key IPBES resources feeding the policy process and spoke about scientific advancements.
