After long negotiations over the functions of an IPBES, its guiding principles and the next steps, delegates adopted the Busan Outcome document which set the path for establishing an IPBES. Chair Chan-woo, in his closing remarks, emphasized the historic nature of this moment for Busan, Republic of Korea and the International Year of Biodiversity. Hailing the participants as "heroes of the moment" he gavelled the meeting to a close at 10:51 pm Busan time.
